[ARCHIVED] Bridgeport City Council names Jean Dwinnell, City Secretary

The City of Bridgeport is pleased to announce the naming of Jean Dwinnell, current Interim City Secretary, to the City Secretary position.

Ms. Dwinnell brings more than forty years of City Secretary experience, having served the Texas cities of Coppell, Fate, Copper Canyon, Westlake, Decatur, Colleyville, Euless, and Haltom City. In addition, she holds the Texas Registered Municipal Clerk certification through the University of North Texas. She is also a Certified Public Manager (Texas State University, San Marcos) and a Certified Municipal Clerk (International Institute of Municipal Clerks).

The City contracted with Strategic Government Resources (SGR) to recruit an Interim City Secretary to fill an opening due to medical leave.  The contract included a provision for a full-time hire should the position be vacated. SGR's search process is competitive and comprehensive using extensive criteria submitted by the City. After reviewing Ms. Dwinnell's extensive list of qualifications, the Bridgeport City Council interviewed her for the interim job. Following the interview, she accepted the Interim City Secretary position in June 2021.

During Ms. Dwinnell's time in office with the City, she identified issues requiring immediate attention. She has managed the challenges head-on and proved she has the expertise that the City of Bridgeport demands and wishes to provide to its residents. As a result, the Council is confident in its decision and welcomes her professionalism and commitment to our City.

In an effort to allow for continuity and succession within the office, the Council and the Interim City Manager will open an internal application process to employees interested in applying for the 'City Secretary in Training' apprenticeship. Applicants will be assessed and processed internally with guidance by the City Manager from the Council and City Secretary. The appointed candidate will maintain their current position within the City and assist in the City Secretary Office when the need arises. The applicant selected will receive direction and training from the City Secretary and will be required to become certified by the University of North Texas Municipal Clerks Certification Program within a designated timeframe.

The City of Bridgeport desires to provide superior service to our citizens and looks forward to these changes strengthening our team.
